Opening Remarks of the Seminar 5 Years of Vietnam – India Comprehensive Strategic Partnership

The opening remark of the seminar 5 YEARS OF VIETNAM – INDIA COMPREHENSIVE STRATEGIC PARTNERSHIP, delivered by Associate Professor, Doctor Dương Trung Ý, Vice President of Ho Chi Minh National Academy of Politics, on April 20th 2021.

Dear His Excellency Pranay Verma, Ambassador Extraordinary and Plenipotentiary of the Republic of India to Vietnam!

Dear representatives of the Indian Embassy, of the departments and institutes of Ho Chi Minh National Academy of Politics; dear scholars, and all comrades participating in this specialized seminar.

Vietnam and India have a traditional friendship established by our national leaders and have been excellently developed throughout history. From the 1950s, President Ho Chi Minh and Prime Minister Jawaharlal Nehru started a loyal friendship between the two nations. On 7/1/1972, we increased our friendship to the Ambassador level. In 2007, we established the strategic partnership, and especially in 9/2016, the relationship has been upgraded to “Comprehensive Strategic Partnership”, reflecting the mutual trust, understanding, and the effectiveness of Vietnam – India partnership.

Comprehensive Strategic Partnership is the highest level of bilateral relations between two countries. From the establishment of CSP, the two countries have been executed a wide range of cooperation programs, from commerce, investment to national security and defense, science and education, culture, tourism, agriculture. During the virtual summit on 21/12/2020, the two national leaders Vietnamese Prime Minister Nguyễn Xuân Phúc and the Indian Prime Minister Narendra Modi announced the mutual vision and action plan for cooperation in 2021-2023.

Since the establishment of CPS, 5 years to now, the two countries have gained many fruitful achievements from the bilateral cooperation in many fields, contributing meaningfully to promote the development, security, and sustainability nationally, regionally, and internationally. However, in the context of the Covid pandemic with severe damages and complicated developments in the region and the world, and in the two countries, with the complicated developments in politics, security and economics in the world, the bilateral cooperation of the two countries has not yet fully developed to its full potential and expectation.

To review the achievements of the 5 years of CPS and discuss the next steps of the cooperation, today, Ho Chi Minh National Academy of Politics organizes the seminar: 5 YEARS OF VIETNAM – INDIA COMPREHENSIVE STRATEGIC PARTNERSHIP. The special keynote speaker of today’s seminar is His Excellency Pranay Verma, the Ambassador of Extraordinary and Plenipotentiary of the Republic of India to Vietnam. This is a very practical seminar, a precious opportunity for our scholars and experts to review the CPS and discuss to contribute to the development of the CPS, as well as for the good and prosperous friendship of Vietnam and India.

We sincerely thank the Ambassador for his time and expertise, for coming and sharing with us today. Thank the researchers, experts, and all of you for participating in the seminar.
